The Punjab government has announced a major welfare initiative aimed at strengthening food security and nutritional intake for low-income households across the state. Beginning April, free ration kits will be distributed to 40 lakh blue card holders, Chief Minister Bhagwant Mann said on Monday, following a meeting of the Punjab Council of Ministers in Chandigarh.

The announcement comes months ahead of the Vidhan Sabha elections, positioning food security and nutrition at the centre of the Aam Aadmi Party (AAP) government’s welfare agenda.

‘Meri Rasoi’ Scheme: What Families Will Receive

The scheme, titled ‘Meri Rasoi’, will supplement the free wheat already provided to eligible families under the public distribution system. Under the new initiative, each beneficiary household will receive a ration kit containing:

  • 2 kg of dal
  • 2 kg of sugar
  • 1 kg of iodised salt
  • 200 grams of turmeric (haldi)
  • 1 litre of mustard oil

Chief Minister Mann said the kits would be provided for a period of three months, starting in April.

“These families will receive the ration kit in addition to the wheat they already get every month,” he said, adding that the scheme is intended to improve both food availability and nutritional balance.

₹1,000 Crore Allocated for the Programme

According to officials familiar with the plan, the Punjab government has earmarked ₹1,000 crore for the implementation of the ration kit initiative. The kits will be prepared by MARKFED, while distribution will be handled by the Food and Supplies Department.

Authorities said logistical planning is already underway to ensure smooth procurement, packaging, and doorstep or fair-price shop-level distribution across all districts.

Addressing Malnutrition and Protein Deficiency

Speaking about the rationale behind the initiative, Chief Minister Mann said it was deeply concerning that Punjab often referred to as the food bowl of India continues to have families that struggle to secure adequate nutrition.

“It is ironic that Punjab feeds millions of people across the country, yet many families in our own state survive on just one meal a day,” Mann said. He pointed to issues of undernourishment, iron deficiency, and lack of protein among children as key challenges the government is seeking to address.

“The meals many families consume are not nutritionally balanced. As a welfare government, it is our responsibility to ensure that every citizen has access to wholesome food,” he added.

Quality Control Measures Promised

The Chief Minister assured that frequent quality checks would be conducted to ensure that beneficiaries receive ration kits of acceptable standard.

Officials said random inspections and sampling will be carried out at multiple stages from procurement to distribution to prevent adulteration or substandard supplies.

Political Timing and Welfare Focus

While the government has framed the initiative as a long-term nutritional intervention, the timing of the announcement ahead of Assembly elections has also drawn political attention. The AAP government has consistently highlighted welfare schemes as central to its governance model in Punjab.

Analysts say the ration kit programme is likely to have significant reach, given that blue card holders represent some of the most economically vulnerable households in the state.

Budget Session Dates Announced

Chief Minister Mann also announced that the Budget Session of the Punjab Vidhan Sabha will be held from March 6 to March 16, with the budget to be presented on March 8.

Notably, the budget presentation will coincide with International Women’s Day, a move the government said reflects its focus on social welfare and inclusion.

Stand on Electoral Roll Revision

Addressing electoral matters, Mann said the state government would fully cooperate with the Election Commission of India during the Special Intensive Revision of electoral rolls.

However, he cautioned against arbitrary deletions of voters. “We will cooperate fully, but we will oppose any move that leads to the deletion of genuine voters,” he said.

Focus on Welfare Governance

With the rollout of the ‘Meri Rasoi’ scheme, the Punjab government is positioning nutrition, food security, and social welfare as key pillars of its policy agenda in the coming months.
