Delhi Police arrested Indian Youth Congress president Uday Bhanu Chib over a shirtless protest staged at the AI Impact Summit in New Delhi, invoking multiple charges under the Bharatiya Nyaya Sanhita.

Delhi Police on Tuesday arrested Indian Youth Congress (IYC) president Uday Bhanu Chib in connection with a controversial protest staged during the AI Impact Summit held at Bharat Mandapam last week. The arrest follows a security breach at the high-profile international event, prompting authorities to tighten security across the national capital.

With Chib’s arrest, the total number of people taken into custody in the case has risen to eight, officials confirmed.

Protest Took Place During AI Impact Summit

The incident occurred on February 20 during the AI Impact Summit, an international event attended by policymakers, industry leaders, and global delegates. A group of Indian Youth Congress workers entered Hall No. 5 of the Bharat Mandapam complex and staged a protest by removing their shirts.

The protesters revealed T-shirts bearing slogans critical of the central government and the India–US interim trade deal, while raising slogans against Prime Minister Narendra Modi. Security personnel quickly intervened and escorted the protesters out of the venue.

Seven Youth Congress Workers Arrested Earlier

Prior to Chib’s arrest, Delhi Police had already taken seven IYC workers into custody in connection with the incident. Among those arrested were Jitendra Yadav, Raj Gujjar, and Ajay Kumar, all residents of Gwalior in Madhya Pradesh.

In addition, Ritik alias Monty Shukla, the Uttar Pradesh general secretary of the Indian Youth Congress, was detained from Lalitpur district in Uttar Pradesh, police said.

Officials stated that the arrests were made after examining CCTV footage, access logs, and witness statements from the summit venue.

Security Heightened Across National Capital

Following Chib’s arrest, police said security arrangements have been stepped up at key locations across Delhi in anticipation of possible protests by Youth Congress supporters.

Senior officers said that additional personnel have been deployed at sensitive government buildings and public venues to prevent any disruption of law and order.

“We are maintaining heightened vigilance to ensure peace and public safety,” a police official said.

Serious Charges Added Under Bharatiya Nyaya Sanhita

Police have invoked additional sections of the Bharatiya Nyaya Sanhita (BNS) in the case, including Sections 196 and 197, which relate to promoting enmity between different groups and acts prejudicial to national integration.

These sections carry a punishment of up to three years’ imprisonment.

Earlier, charges of criminal conspiracy, unlawful assembly, obstruction of a public servant in discharge of duty, disobedience to lawful orders, and common intention had already been added to the first information report.

Access Gained Through Online Registration

Investigators revealed that the accused had registered online to obtain QR codes that allowed them access to the summit venue. Police are examining how security protocols were breached despite the presence of multi-layered checks at the international event.

Authorities are also probing an alleged conspiracy behind the protest, including planning, coordination, and possible involvement of individuals beyond those arrested.

Funding and Planning Angle Under Probe

Police said they are investigating the financial trail linked to the protest, including funding for the printing of slogans on the T-shirts worn by the protesters.

“We are examining whether there was organized funding or external support involved,” a senior official said, adding that electronic devices and communication records of the accused are being analysed.

Political Reactions Trigger War of Words

The incident has sparked a sharp political confrontation between the ruling Bharatiya Janata Party (BJP) and the Indian Youth Congress.

The BJP termed the protest a “shameful act” that allegedly sought to tarnish India’s image at a global forum, particularly during an international summit focused on artificial intelligence and innovation.

The Indian Youth Congress, however, defended the protest, describing it as a peaceful demonstration aimed at protecting national interests and drawing attention to policy concerns.
