Prime Minister Narendra Modi on Saturday marked a significant moment for India’s defence and infrastructure framework by landing on the Northeast’s first Emergency Landing Facility (ELF) in Assam’s Dibrugarh district. The Prime Minister touched down aboard an Indian Air Force C-130J aircraft on a specially reinforced stretch of National Highway-37 near Moran, formally inaugurating the strategic runway.

The landing followed his arrival at the Chabua airfield, from where he boarded the C-130J to demonstrate the operational readiness of the newly developed facility. Officials described the event as a milestone for both national security preparedness and regional infrastructure integration.

A Strategic Runway on Moran Bypass

Constructed at a cost of Rs 100 crore, the 4.2-kilometre Emergency Landing Facility has been developed on the Moran Bypass. Designed as a multi-role aviation strip, it is capable of handling Indian Air Force fighter jets, transport aircraft, and helicopters.

The facility is intended to function as an alternative landing site in the event of emergencies at Dibrugarh airport, while also enhancing operational flexibility for defence forces in the region. By integrating civilian highway infrastructure with military utility, the project reflects a broader strategy of dual-use development.

Officials noted that the runway’s reinforced structure allows it to support heavy aircraft operations, ensuring rapid deployment capabilities when required.

Strengthening Defense Preparedness in the Northeast

The Northeast occupies a strategically sensitive position, sharing international borders with several countries. Infrastructure capable of supporting high-performance military aircraft is viewed as an essential component of India’s border management and rapid response framework.

Defence authorities indicated that emergency landing facilities such as the Moran strip enable fighter aircraft and transport planes to land, refuel, and redeploy quickly during operational contingencies. Such infrastructure also ensures continuity of air operations in the event of adverse weather conditions, airport closures, or security disruptions.

Beyond defence, the ELF is expected to contribute significantly to disaster management efforts. Assam and neighbouring states frequently face floods, earthquakes, and other natural calamities. The runway provides an additional logistical platform for humanitarian assistance, relief distribution, and emergency evacuations.

Ceremonial Reception and Aerial Display

Upon landing, Prime Minister Modi was received by Assam Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, Air Chief Marshal A.P. Singh, and members of the state cabinet.

Following the touchdown, the Prime Minister proceeded to a nearby venue where the Indian Air Force conducted an aerial display. Fighter jets, transport aircraft, and helicopters executed coordinated fly-pasts, demonstrating the operational adaptability of the newly inaugurated facility.

Large crowds gathered along the bypass and surrounding areas to witness the event, which officials described as the first emergency runway landing of its kind in the Northeast.

Cultural Welcome in Assam

Reflecting the region’s traditions, the Prime Minister was welcomed with a Muga gamosa, a customary Assamese symbol of respect. Chief Minister Sarma also presented him with the traditional Japi headgear and a portrait of Queen Sati Sadhini, the last ruler of the Chutia dynasty.

The Indian Air Force marked the occasion with a commemorative presentation, underscoring the strategic importance of the project.
