Prime Minister Narendra Modi inaugurated the 11th Raisina Dialogue in New Delhi, where Finland President Alexander Stubb said the global order is undergoing major transformation and called for reforms in global institutions.
Prime Minister Narendra Modi on Thursday inaugurated the 11th edition of the Raisina Dialogue in New Delhi, with Finland’s President Alexander Stubb warning that the global order is undergoing a profound transformation and urging reforms to make international institutions more representative.
The high-level strategic forum is taking place at a time of rising geopolitical uncertainty and shifting global power dynamics.

Finland President Warns of Global Power Shift
Addressing the inaugural session as the chief guest, President Alexander Stubb said the world is witnessing a major shift in the global balance of power, with emerging economies and developing nations playing an increasingly decisive role in shaping the future international order.
He highlighted the growing importance of the Global South, saying it would play a critical role in determining how the world order evolves.
“The Global South will decide what the next world order will look like. India, as a major power, will be a major force in deciding whether the world tilts towards conflictual multipolarity or towards a cooperative and representative multilateral order,” Stubb said.
Warning Over Rising Global Conflicts
Stubb also cautioned that ongoing geopolitical tensions and regional conflicts could escalate into wider global crises if not addressed responsibly.
Referring to conflicts in West Asia, Ukraine and Sudan, he said the international community must continue to protect institutions, rules and norms that form the foundation of the current global system.
“The rules-based order is under pressure, but it is not dead,” he said, adding that abandoning international norms could lead to dangerous power vacuums filled by “raw power and predatory behaviour”.
Call for UN Security Council Reforms
The Finnish president also advocated structural reforms in global governance institutions, particularly the United Nations Security Council (UNSC).
He emphasised that countries from the Global South should receive greater representation in global decision-making bodies.
Stubb also expressed support for India’s inclusion as a permanent member of the UN Security Council, while proposing additional permanent seats for Asia, Africa and Latin America.
“Clearly, India should hold a seat,” he said.
Jaishankar Highlights Geopolitical Turbulence
Following Stubb’s address, External Affairs Minister S. Jaishankar said the Raisina Dialogue was being held during a period of intense geopolitical turbulence.
He noted that global developments in recent months had reinforced Prime Minister Modi’s emphasis on maintaining a clear understanding of evolving international trends.
“That we are in turbulent times was already recognised, but that it could be intense enough to even impact participation here says a lot,” Jaishankar said.
He added that recent developments underline the importance of ensuring India remains aware of global shifts while the world stays equally aware of India’s role and priorities.
India’s Flagship Geopolitical Forum
The Raisina Dialogue is India’s premier conference on geopolitics and geo-economics, jointly organised by the Observer Research Foundation (ORF) and the Ministry of External Affairs.
The annual event has emerged as one of the world’s leading platforms for discussions on global strategy, diplomacy and international policy.

This year’s edition is themed:
